Issa Jalal Al Balushi is a third-year doctorate student in Workforce Education and Development Program at Penn State University. His research of interest is related to HRD and career development as training impacts measurement and employees' performance improvement. He worked in the Ministry of Health in Oman for 20 years as a training and professional development specialist in one of the tertiary hospitals. He obtained his master's degree in Medical Education from the United Kingdom. He worked as a master trainer for many training programs in the health care field in Oman. Currently, he is working in different research projects as research assistant in the workforce education program at Penn State University.
